MISSION
The Partnership for Health Improvement through Shared Information (PHISI) is a consortium of unaffiliated health care organizations and other stakeholders whose mission is to improve individual and population health, to improve the quality of care, and to make more efficient use of health system resources within King County’s safety-net population.
Overarching Goals
Consumer Focused – Seamless Services- Improve the health of individuals through real time care coordination/services tracking and collaboration among providers using shared information (e.g. via electronic health records, electronic patient monitoring/registries, health information exchange, clinical messaging)
- Support the recovery of individuals through self management goal setting and use of a personal health record
Population Health Improvement – Reduced Morbidity (chronic health conditions) and Mortality (early death)
- Improve the health of the population through use of aggregated information for planning and outcomes tracking for:
- Health
- Mental health and/or addictions
- Housing
- Employment
- Incarceration
System Effectiveness – Shared Accountability to Achieve Consumer and Population Goals
- Gather data once, use it multiple times in multiple ways
- Use the data to adopt changes at the system, agency and consumer levels that lead to improved outcomes (e.g., via clinical and structural tools and shared accountability)
- Improve the efficient use of healthcare and other safety net resources (e.g., track changes in expenditures by sources at system, agency and consumer level as changes are implemented)
PHISI Standing Committees
PHISI standing committees are the mechanism for policy development and recommending decisions. There are four standing committees:
- Clinical Practice/Care Management Design and Support/Patient Engagement
The purpose of the Clinical Practice/Care Management Design and Support/Patient Engagement Committee is to guide the development of clinical logic to drive the health information exchange (HIE) design.
- Health Care Information Technology and Electronic Health Record Adoption
The purpose of the Health Care Information Technology and Electronic Health Record Adoption is to develop and oversee the implementation of the PHISI health information exchange (HIE) architecture, hardware, software applications, network configurations and other technological aspects).
- Data Analysis, Quality Improvement and Evaluation
The purpose of the Data Analysis, Quality Improvement and Evaluation Committee is to develop a plan to measure progress toward the overall goals and objectives of PHISI.
- Privacy and Security
The purpose of the Privacy and Security Committee is to develop privacy and security requirements for PHISI HIE.
